Description
This presentation explores the use of Housing First in the European context, looking at the use being made of the original Pathways Housing First model, the European modifications to the Housing First approach and the interplay between ongoing innovations in European responses to homelessness and the models of Housing First being used in Canada and the USA. The discussion focuses specifically on two main examples, a recent pilot of a Housing First scheme in London and an ongoing evaluation of the national Finnish Housing First programme, which has seen a replacement of an entire existing homelessness sector with new models of service that draw heavily on the Housing First approach. The interpretation of Housing First, the practicalities of implementation, the successes and the challenges of using the Housing First model in different contexts are explored through these two case studies. The presentation also explores the wider evidence base from Denmark, France, the Netherlands, Portugal and wider European experience, drawing on the results of two systematic evidence reviews on Housing First conducted by one of the authors for DIHAL (Délégation interministérielle à l'hébergement et l'accès au lodgement), the French Government inter-ministerial body with responsibility for the national homelessness strategy.Period | 5 Nov 2014 |
