On the 12 & 13 December 2018 FEANTSA and the City of Westminster co-hosted a European Peer Review led by Professor Nicholas Pleace. The event evaluated Westminster City Council's Homelessness Employment and Learning Project (HELP) in addition to exploring how cities can develop and deliver integrated housing and employment services. Nicholas Pleace, Director and Professor of Social Policy at the University of York’s Centre for Housing Policy, reviewed the success of the HELP project against its EU objectives and evaluated HELP as a part of Westminster’s wider homelessness prevention strategy. He prepared a discussion paper describing the HELP social policy innovation in detail, highlight challenges and strengths of the model, and propose key questions for consideration. The Peer Review was primarily targeted towards city administrations interested in learning more about integrating housing and employment services. Participating cities also had the opportunity to share best practice. Funded under the EaSI programme operated by DG EMPL and the European Commission.
