N2 - This intervention is targeted at serious and persistent young offenders for whom the alternative to fostering would be custody or an Intensive Supervision and Surveillance Programme. In 2005, the Youth Justice Board commissioned agencies in three parts of England to pilot the evidence-based intervention Multi-Dimensional Treatment Foster Care model which had been developed by the Oregon Social Learning Centre in the USA and which, in the context of the English youth justice system, was to be known as Intensive Fostering.We conducted an evaluation using both qualitative and quantitative data to explore the successes and challenges of IF implementation. The study examines the experiences and outcomes of the first participants in the programme in England and compares them with the outcomes of a comparison group who were sentenced to custody or an Intensive Supervision and Surveillance Programme (ISSP). This study also compares the cost of IF placements with custodial placements and assesses the cost of services used. This study draws on information provided by the IF teams and carers, and the views of young people and their parents.
