Abstract

What lessons can we learn from other countries? Universalist principles underpin arrangements in most developed countries - publicly-funded care is provided to everyone, regardless of assets or income. Indeed, funding for social care appears surprisingly resilient in the face of fiscal constraints and population ageing.
