This research will provide estimates of the life-time costs of young people not in any form of education, employment or training (NEET) between 16 and 18 years of age. It is based on estimates of the size of the NEET group at the end of 2008. It updates research published by the DfES in 2002 with significant modifications (Godfrey et al., 2002).
The research undertaken had three main strands:
* A review of statistical sources and academic and associated literature on NEET and its sub-groups (summarised in section 2)
* Estimates of the overall lifetime cost of NEET and the assumptions and methodology on which these estimates are based (sections 3 and 4)
* The case studies (section 6) and what is being claimed about the value of this strand of the research (section 5).
