Abstract

Individual budgets are being piloted in 13 English local authorities. Their implications are potentially profound, for the users, commissioners and providers of social care and other services alike. This paper outlines the challenges involved in evaluating the pilot projects, major questions need to be answered before a decision can be taken about 'rolling out' individual budgets more widely.
