Evaluation of the Test Sites Commissioned to Facilitate the Implementation of the National End of Life Care Programme Social Care Framework, Supporting People to Live and Die Well, National End of Life Care Programme Report

Abstract

Following in a competitive tender, in October 2010 NEOLCP commissioned eight test site projects, each of which addressed a number of the 10 objectives of the Social Care Framework, with the aim of improving understanding of what works in practice, and how best to facilitate the implementation of the Social Care Framework.
In March 2011, researchers at the University of York were commissioned to evaluate the eight test site projects, and assess their overall:
 Relevance to the NEoLCP and the SCF
 Impact value in relation to the 10 key objectives of the SCF
 Relevance to health and social care interface
 Value for service users
 Value for money
The evaluation also considered: the types of skills that underpinned each test site, the challenges and barriers encountered, and the wider learning offered by the test sites. The evaluation was undertaken in three phases and involved collating existing data about each of the sites, in- depth interviews with key informants and stakeholders, and examination of final reports and project documents.
