There has been a dramatic surge of legal empowerment programming over the past ten years in post-conflict states. Legal empowerment expands access to justice for the poor so they can use law to advance their rights and demand social goods. While international human rights law promotes legal empowerment policy, it can also limit its implementation, particularly when it comes to interacting with informal justice systems.
