Abstract
The Supporting People programme was designed to provide housing related support to people with health and social care needs designed to enable them to live independently in their own homes or settings that were as housing-like as possible. The programme has ceased to receive dedicated financing in England and Scotland, but remains active in Wales and Northern Ireland. This report focuses on the Welsh Supporting People programme. The Aylward Review of Supporting People (2010) recommended that outcomes measurement and monitoring of Supporting People projects be reviewed and this scoping study was designed to inform a national level ‘main evaluation’ of Supporting People project outcomes. The scoping study was commissioned to provide an overview of the nature and extent of Supporting People projects and to scope the options for the commissioning of a large scale research project to evaluate the impact of the Supporting People programme.
