Mitigation against Natural Disasters: Does Dynamic Capability Matter?

Abstract

Given the increasing frequency and severity of natural disasters on supply chains, it is timely to have a fresh look at the mitigation capability concepts, e.g. resilience and risk management. This paper explores if there is a need for dynamic capability to mitigate against the impacts of natural disasters. Based on thematic analysis of 30 interviews of academics, experts and practitioners, the paper identifies 17 second-order themes related to dynamic capabilities framework: sensing, seizing, and transforming/ reconfiguring. These capabilities serve as organizational processes that protect the supply chain from the disruptions, as well as to learn and improve the routines.
