Abstract
Little attention has been paid to the opportunities available for civilians to participate in rebel governance. Willingness to participate is not enough; people need the time and the opportunity to participate. I argue, based on ethnographic work conducted in Colombia, that the insurgency carved a base of support among smallholders because they controlled their resources and therefore their time, giving them the opportunity to participate. Time, moreover, is not just an objective measure, it is highly subjective and dependant upon local culture and priorities. I argue that time availability is critical for successful civilian engagement in rebel governance.
