Abstract

Discusses how R. (on the application of Rehoune) v Islington LBC (Admin) illustrates the problems of the discretionary housing payment (DHP) scheme. Reviews the facts of Rehoune and how it demonstrates the expectation that claimants contribute to housing benefit deficits by diverting funds from other social security payments, the administrative and evidential challenges involved, and the shortfall between the housing benefit cuts and DHP funding.
